BOSWELL JOINING AGRICULTURE DEPARTMENT: Kristi Boswell, the American Farm Bureau Federation's director of congressional relations, is joining the Agriculture Department as a senior adviser to Agriculture Secretary-designee Sonny Perdue starting May 1, according to email from Boswell announcing the move, which was obtained by POLITICO. She'll be working on labor and immigration issues. Her last day at the federation, where she is a registered lobbyist, is on Wednesday. Boswell did not respond to a request for comment. Under the Trump administration's ethics rules, she may require a waiver to work on any issues that she previously lobbied on.
PAONE RETURNS TO PRIME POLICY GROUP: Marty Paone is rejoining Prime Policy Group as a senior adviser, the firm announced today. He was previously Senate liaison and deputy assistant for legislative affairs in the Obama administration. His lobbying clients from his previous stint at Prime Policy Group included the National School Transportation Association, the United Motorcoach Association, Google, IBM and the National Restaurant Association.
LEWANDOWSKI'S FIRM LOSES FIRST CLIENT: Avenue Strategies, the lobbying firm founded by President Donald Trump's first campaign manager, Corey Lewandowski, and Barry Bennett after the election, signed Flow Health Inc., a San Francisco medical data firm, in February as its first lobbying client. Now Flow Health is parting ways with the firm, according to a disclosure filing. Bennett and Mike Rubino lobbied the Department of Veterans Affairs for Flow Health, and the company paid them $50,000 in the first quarter. Avenue continues to represent three other lobbying clients.
CARDIOLOGIST HIRES LOBBYIST TO HELP HIM SNAG AMBASSADORSHIP: Ngai Nguyen, a cardiologist in San Jose, Calif., hired Fidelis Government Relations this month to lobby on "State Department Personnel and Appointment issues," according to a disclosure filing. His goal: to become President Donald Trump's ambassador to Vietnam. Nguyen, a Vietnamese-American, described himself in an interview as a longtime Republican and a Trump supporter "from the beginning." While he hasn't given as much as the top bundlers who typically snag ambassadorships, Nguyen gave more than $2,200 to Trump's joint fundraising committee last year, although he donated to Ted Cruz, Marco Rubio and Jeb Bush during the primaries.
- Nguyen was connected to Fidelity's Terry Allen through his nephew, who's a lobbyist in California, he said. He took the step of hiring a lobbyist in part because he's has been jailed in Vietnam in the past for working on democracy and human rights issues. "The Vietnamese government won't be happy to see my application," he said.
HAPPY BIRTHDAY TO PI: PI usually leaves the birthdays to Playbook, but we're making an exception for our own. Chris Frates sent the very first edition of PI six years ago today. He wrote PI for two months before decamping for National Journal. Mike Allen stepped in to write several editions before Anna Palmer (now of Playbook fame) and Dave Levinthal (now at the Center for Public Integrity) took over, followed by Byron Tau (now at The Wall Street Journal), Tarini Parti (now at BuzzFeed News) and Isaac Arnsdorf (who's still at POLITICO ), with guest authors filling in from time to time.
- The first edition featured an eerily prescient item (I am not making this up) called "LINE OF THE DAY" that read: "From a Republican lobbyist upon receiving an email from the RNC that Donald Trump will attend a May 6 fundraiser at Trump National Golf Course: 'This is a sign of the apocalypse.'" Other boldfaced names from the first edition: Matt Blunt of the American Automotive Policy Council; Rich Gold of Holland & Knight; Jonathon Jones of Peck Madigan Jones and Stewart (now styled Peck Madigan Jones); and Jamie Brown Hantman (who had just started the JBH Group).

AHEAD OF THE FILINGS - BROWNSTEIN HYATT, CASSIDY & ASSOCIATES, FORBES TATE'S FIRST-QUARTER NUMBERS: Brownstein Hyatt Farber Schreck will report more than $6.6 million in first-quarter lobbying revenue, down slightly from $6.7 million in the first quarter of 2016. Cassidy & Associates, meanwhile, will report more than $3.3 million in first quarter revenue, up from $3 million in the first quarter of 2016. And Forbes Tate will report more than $2.4 million in lobbying revenue, up slightly from just under $2.4 million in the first quarter of 2016. (The last four quarters have been Forbes Tate's highest-grossing ever, according to the firm.)
DOW PUSHING TRUMP ADMINISTRATION TO IGNORE PESTICIDE STUDY: "Dow Chemical is pushing a Trump administration open to scrapping regulations to ignore the findings of federal scientists who point to a family of widely used pesticides as harmful to about 1,800 critically threatened or endangered species," The Associated Press' Michael Biesecker reports. "Lawyers representing Dow, whose CEO is a close adviser to Trump, and two other manufacturers of organophosphates sent letters last week to the heads of three of Trump's Cabinet agencies. The companies asked them "to set aside" the results of government studies the companies contend are fundamentally flawed. Dow Chemical wrote a $1 million check to help underwrite Trump's inaugural festivities, and its chairman and CEO, Andrew Liveris, heads a White House manufacturing working group." Full story.
AN INTRIGUING INAUGURAL COMMITTEE DONOR: "A $900,000 donation [to Donald Trump's inaugural committee] came in December from Avenue Ventures, a California-based boutique money management firm founded by the entrepreneur Imaad Zuberi," The New York Times' Nicholas Confessore, Nicholas Fandos and Rachel Shorey report. "Mr. Zuberi was a top fund-raiser for President Barack Obama and for Hillary Clinton 's 2016 presidential campaign. Mr. Zuberi was also paid millions of dollars to work in Washington on behalf of the scandal-plagued government of Sri Lanka and its central bank, work he did not initially disclose to the Justice Department as required by federal law, according to a report in Foreign Policy magazine."

After making the donation, he earned a coveted spot at the Chairman's Global Dinner, a pre-inauguration, black-tie gathering intended to introduce the incoming president to the foreign diplomatic corps. MEANWHILE, IN CHICAGO: "The Chicago Board of Ethics on Wednesday found there is probable cause that eight more individuals and the companies they represented broke the city's lobbying laws for actions revealed in Mayor Rahm Emanuel's personal emails - a substantial expansion of the number of potential lobbying violations now under review," The Chicago Tribune's Bill Ruthhart reports. "The sharp increase in cases follows a Chicago Tribune report last month that found Emanuel's personal email accounts have served as a private avenue of influence for lobbyists, corporate executives and campaign donors who sought action from - or access to - the mayor. The Tribune found 26 possible instances where individuals contacted the mayor or city officials but did not register as a lobbyist or report that contact to the ethics board." Full story.
